I notice it usually after its been in sleep mode.
I have Windows Vista on a new hp media center computer.
All the settings are for the right time zone.
It doesn't matter how long the sleep mode lasts the clock is always two hours short.

Try this:
right-click on the clock
cl Adjust date and time
cl Time Zone and set appropriately
cl the Internet tab
cl automatically synchonize with an internet time server

You said that this is a New Computer (and not used) If it is a New Computer there could be a default, You need to contact the store that you bought it from as it should still be under warrenty, let them know about the problem, they would gladly tell you what you need to do. I had the same problem with and old computer and found out that my mother board were going bad..
