The rules are, if he is Republican, mention it several times in the article and also mention some other scandals involving Republicans. If he is a Democrat, don't mention it at all.
But since he is an elected official in NJ, it's a safe bet he is a Democrat, even if you don't know the official Liberal media rules.
But according to Wikipedia (in this case I think it is a trustworthy source), "Robert W. Levy, Sr., known as Bob Levy, (born May 16, 1947 in Atlantic City, New Jersey[1]) is a Democratic politician and the former mayor of Atlantic City, New Jersey. In September 2007, Mayor Levy disappeared from Atlantic City without telling the public or the press why he was leaving. His sudden absence sparked a controversy over who should become the Acting Mayor of Atlantic City. On October 10, 2007, attorneys for Mayor Levy announced the Mayor's resignation, effective immediately.[2]"

Just out of curiosity I looked up mayor Jim West, Republican mayor of Spokane who was involved in a scandal. What I found is that whether or not it was mentioned that he was a Republican depended on the sight. Here is a link to a story from yahoo news (the sight you chose for your story also).

Because he is a democrat, of course. You can always tell in an AP or Reuters article. If the politician has done something very wrong, the party will not be mentioned if he is a dem. A republican? The party will be mentioned a minimun of 4-6 times.
