Try draining the carb.
Some water may have gotten into it.
Remove the air cleaner and make sure there is no water in the air box.
Did you plug up the exhaust when you washed the bike?
The smell might be from soapy water still in the pipe.
After you get the bike running - it might burn out on it's own - you'll have to remove the pipe to drain it.
Whenever you wash your bike, always use a muffler plug, or tape a plastic bag around the opening.

sounds like you got some of the soapy water internal ... probably either thru the gas line (when you drained the tank) or thru the air filter boot (when you cleaned the filter)...

drop the float bowl off the bottom of the carb ... carefully, as to not spill the gas that's in it... look closely at that to see if there is water in the bottom (water separates from the gas, will look like a lava lamp movement in the gasoline).

could also have gotten water in the exhaust as guardrailjim stated, that should burn out upon running the engine a few minutes...

the backfiring sounds more in lines with bad fuel / water if it was running fine otherwise prior to washing it...

Your carb is full of water and crud.

Clean it out completely.
