When and why did they use quotas?

A quota is a level, a level is a measure, a measure is an exact figure of what is needed. If the US needs 20000 immigrants to collect grapes out of the californian vineyards to help balance out economic reform then the US will allow 20000 immigrants to enter the US and do that job. Economies are a bit like recipies for cooking a cake, everything has to be done to measures and that is what a quota is.

A quota is a preset number that can't be surpassed. They are used a lot when a large number of people would like something, but only a limited number can possible use it at the same time. A good example would be a certain college that many thousands of H.S. Grads would like to attend but it can only handle a class of 500. They set the quota at the top 500 based on what ever they chose (GPA, SAT scores, etc).

It means a certain amount of work in a certain amount of time. In some jobs it's illegal. Say you have to sew 5 dresses in one hour. 5 dresses would be your quota.
