Why does Yahoo allow reporting of non violaions?

I would take to much time to go through and check every violation. If you have an answer that you think was flagged but did not violate the TOS you can get it put back up.

Allowing users to have a say in what is deleted is Yahoo's way of avoiding responsibility for deletions.
