The only good luck tradition that works on a new boat is to hoist a pair of bikini bottoms up the flagpole or mast!
There are more thoughtful and practical gifts though.
Find out what he's got already, most people go on a bit of a spending spree when buying a new boat.
Here are some suggestions.
Marine plates, cups, etc. They are plastic with boating motif on them and have rubber under them to stop sliding around.
Some charts (maps) of his local area. Get them laminated.
If its his 1st boat, a book about boat maintanence and handling aimed at newbies. There are plenty of them out there.
bucket of maintainence stuff. Boatwash, metal polish, upholstery cleaner, sponge, scrubbing brush, wd40, crc or similar.
A basic toolkit. "a boat with no tools is a boat owned by fools"
Fishing gear.
A decent pair of binoculars.
A divers knife and sheath. Very handy for cutting rope off propellers!
A good spotlight, see if he has a 12 volt outlet on the dash, if so, get him one that will plug into it.
A gps. (as mentioned before)
Waterproof flashlight.
Shop manual for whatever engine he has.
A grease gun!

A good bottle of Scotch. Really, there's something about that spirit that male boats like. Cooking freshly caught fish with a bottle of single malt scotch is a great way to spend an evening.

I'm a boat owner for 20 years, I would say:
A paid for "Safe boating class" from the Coast guard is about $50 (1-day class).
A strobe light for the life vest
A V.H.F. marine radio or "Hand held" back up vhf radio
this is a very important piece of equipt. on my boat

information to get the boat inspected by the coast guard (free but helps limit marine police pullovers)
windbreaker jacket
waterproof baggies at marine store for paperwork needed on boat (safety course cert, registration, etc)
waterproof cell phone holder baggie
sign him up for his boater's safety course if he doesn't have it
