So long as you live where there is a safe water supply, infants can have tap water from the get-go.
The exception is if your infant is immuno-compromised (ie preemie, medical condition, etc).
When I asked my pediatrician about when I could stop sterilizing water, he smiled, shook his head and said 'you really don't need to do that'.
If your tap water is well water or something like it, then ask your doctor for specific advice for your area.
Make sure that you do give the baby tap water, even if it's filtered by something like Brita, instead of bottled water.
I have a friend who is a dentist, and dentists are noticing a relatively significant decline in tooth health since the bottled water craze has begun, as bottled does not contain fluoride.
EDIT - I interpreted this question differently than others - if you do mean when do you give an infant plain water instead of formula or breastmilk, there is no need.

They say not to give any the first year but when my daughter was on formula she kept getting constipated, especially in the hot summer so I always added an extra 1/2 oz of water to the bottles. Also a few sips from a sippy cup or straw cup here and there is not dangerous it actually helps them learn how to use those cups for later on when they have to give up the bottle. I think you should use your own discretion about giving water according to how your child bowel movements are or how much solids they have during the day. Just use your judgment and don't go giving the baby a whole bottle of water just 1/2 oz or so maybe a few times a day.

I would wait at least until my babies were 6 mos before giving them water or juice even. I did a lot of checking and searching on this and found out that children who are not given anything other than breast milk (meaning nothing else like gripe water or even acetaminophen) for the first 6 months retain an intact G.I Tract. This makes them more resilient to disease and allergies later in life. That being said..breast milk and formula both have high water content. Nursing more or giving another bottle should take care of any normal thirst issues.

You *may* offer SIPS of water at meals to babies 6-12 months but you must limit the quantity, however water is not needed until at least 12 months (no matter how hot it is). Breastmilk is 88% water and formula is 80% water -that is all baby needs.
You should also not use fluoridated water to make infant formula.

You mean plain? It's not needed, there is plenty of water in breastmilk and formula. When you introduce a sippy cup at 6 or 7 months, then you start the water with it.

my son just had his 6 month shots yesterday. i asked about this. my son has never has water and they dont need it but the doc said if i WANTED i could offer 4-6 at the most of some diluted juice in a sippy cup. so i think that water would be included. remeber its not needed and you can die from too much water. but i would say 6 months for a little water to get them used to a sippy cup. i breastfeed so i want my son to get use to the cup since i am going straight from breast to cup at 12 months

I give my infant plain water around 2 to 3 months. Once she started getting constipated or was really hot, I would give her water. Just make sure it is filtered water. Water won't hurt your baby.

Some mothers can't afford to buy formula already made... Some have to get the powder formula therefore they need to use water... If water was not permitted, why on earth did they come out with nursery water made for them?? I'd say go for it... Like some say if the doctor ok it fine... but you be the judgment to decide... If it was me, I'd use nursery water until they are ready to drink tap water... And like one said, Don't give them cold water... they are use to drinking warm formula or whatever they are drinking...
