Pencils make a mark that is easier to scan with the ballot reader than does a pen.

Pencils contain an adequate level of graphite to trigger a response with the scan-tron. Pens and hard pencils cannot trigger the scan-tron, but #2 and softer pencils can. Graphite conducts electricity

didn't you ever use a "scan-tron" in college for a test? Scanners pick up the lead marks from #2 pencils. Has to be a #2.
