Territories do not have representation in Congress nor they can vote for the president.

The main difference between a Territory and and a State is that with Territories any legislation can be vetoed by the Federal Government. An example of this was when the Northern Territory allowed euthanasia laws. These were cancelled by the Feds. The federal parliament can't override state laws in this way. They can make national laws that supersede them though, this happened with the national road and licensing laws. Another main difference is that States have more representatives in the Federal Senate. States have 12 reps each, territories usually only have one. The top person in a state government (power-wise) is the Premier. In the Territories it is the Chief Minister. Territories also get a lot of extra grants not available to States. post edit: Western Australia did join the federation along with the other 5 colonies on January 1, 1901. The reason Western Australia is not listed in the preamble of the constitution is because their official referendum for joining the federation came too late for the document to be changed.

Primarily a territory is governed by the federal government. For instance they president would appoint a territorial governor, congress would decide whether or not slavery would be allowed in the territory etc. Once there were enough people in the territory they could petition the for admission to the Union as a state
