Possible. In some contracts I've heard of time-limit restrictions that would permit the carrier to disconnect a "hung" line. If someone asked to "break in" to see if your phone is not really busy that would do it. It might also be a problem with your modem, phone line or software... Modem programs often have a "if there is no traffic, disconnect" feature.
I would call and complain about spotty service. Of course, dialup today is not really suitable for most internet traffic...

They can if someone is trying to get in touch with you and calls your phone company, like in the case of emergency. I know with my sister and brother in law's internet service they are only allowed so many hours a month.

substitute lots of the dsl filters to new ones. DSL filters could desire to on each telephone line different than the dsl line. ex. wall, splitter, (one million) dsl clear out going to telephone, (2) no dsl clear out on dsl line to modem.
