Bush is not the first American president to do this, and I think it's mostly because Americans don't care much what happens overseas, except to other Americans. The proof of this is how 'international news' is carried in US newspapers--half a page, buried on page 20. Contrast this with newspapers in any European or Asian country.
But I agree, it's disgusting. Bush is particularly hypocritical since he pretends to be fighting a world-wide war on 'terror' but he supports terror perpetrated by our 'friends'.

There IS no war in Iraq. That was over in a matter of weeks. Now it's an occupation, the wild eyed rag head Muhammad freak foreigners coming in to destroy the rest of Iraq, and the coalition struggling to rebuild it faster than they blow it up. And hopefully not get blown up as they risk their lives to do so.
