It is perfectly correct if you are distinguishing one rest room from another as in "The Womens' rest room was on the second floor whereas the Mens' was on the first.". Note that the apostrophes come after Womens' and Mens' because they are plural. In this case "Womens'" and "Mens'" are nominative labels, or the Names of the restrooms.
Otherwise you are wrong. The word "womens'" in this case is simply an adjective qualifying the word "restroom".

It is correct if there is a sign on the door saying "Women". If not, it might be "...the women's restroom labeled "Females" on the door.
