The key to giving a great speech is to do it on something you are passionate about or at lease very interested in. What do you feel strongly about? If you are presenting it to your peers make sure it is something that they can relate to and understand. For 13-14 year olds it may be something like why homework/exams should be banned, why students should not be made to wear uniforms to school, why school weeks should be only 4 days long, etc...
Ive posted a link below the you can look over for more ideas. Good luck!

Whether or not to get a tattoo can be funny. Just point out that after they work very hard to earn enough money to buy a tattoo, they then put the picture in a place on their body that they can't see. It's like buy a Picasso and hanging it at your neighbor's house. OH you can put it on your chest, but then when you look down, it's upside down. If it's on you back, then you can see it in a mirror. Crank your head around like an owl to see an image in reverse over your butt crack. You can put one on the outside of your ankle, but you have to be able to perform yoga to get a really good look at it. Then there is the "Fashion" side of tattooing Vs being "Tough". Can you tell that I think tattoos are silly?

Hmm funny persuasive speeches....well I did a speech on Area 51 (that weird conspiracy that the government is keeping aliens and alien space crafts in that base) in 7th grade. It was a big hit, because I tried to persuade people that it absolutely was real, which of course it isn't. That was a lot of fun. People couldn't stop laughing at the serious look on my face when I was saying stuff like how the government was keeping aliens in little pens and testing them and stupid stuff like that. If you have fun doing your speech, you won't get nervous at all. Oh and if you mess up, laugh at yourself. Laughing is proven to reduce stress. duh =)

You might take these topics and argue a point of view:

Example: Why parents are too strict. You could humorously argue for ridiculously lenient parents.
