Bob Marley wrote the song for the album "Burnin'" by the Wailers. Eric Clapton did a better-known cover of the song for his album "461 Ocean Boulevard."
"Burnin'" was released in 1973 and "461 Ocean Boulevard" was released in 1974.
This all happened long after the dissolution of Clapton's band "Cream" in 1968.
In short? It was Marley, mon.

Eric Clapton, hold the cream! Actually, according to Songfacts, 'This was written and originally recorded by Bob Marley in 1973. A member of Clapton's band played the Bob Marley album for him and convinced him to record it.'

No no, it's Bob. Check out the liner notes on "Burning" - it attributes the song to Bob. Clapton's was a lot more famous, but it was a cover.
Likewise if you own the Wailers composite album "Legend", read the description of how Eric liked the song and covered it, getting a huge hit.

Marley wrote the song about his friend, Mike Bennett, who died in Viet Nam in March of 1965. Marley was so upset that he contemplated murder or suicide
