What kind of legal recourse can be taken against this kind of obvious and blatant discrimination?

NONE. Companies hire people who can speak to their customers. You can't fix that.

Well, I don't think you can.
Since there so many of those who speak Spanish, companies feel as though it's in their best interest to employee people who can speak a customer's language.
It's seen as good business.

Not all jobs require Spanish, but it is a plus these days. I would say knowing any language would be a benefit from a business standpoint.

Of course it;s legal. If, for example, you have a retail business in a Spanish neighborhood, why should you be forced to hire someone who doesn't speak the same language your customers speak? In this instance speaking Spanish is part of the job description.

An employer can require anything he or she wants before hiring an employee as long as that requirement does not discriminate on the basis of sex, race or religion. Many jobs require that you speak English, and that's not illegal so why would it be illegal to require Spanish?
