15 degrees is true only when the Sun passes directly overhead for you on a given day. This can only occur between 23.5 degrees North Latitude & 23.5 degrees South Latitude and only twice on any give spot in a year.

Every other place it will be slightly greater or less than 15 degrees per hour depending on the day of the year and latitude.

24 hours = 360 degrees
