Anything is "do-able", if you are prepared to spend enough. If the car was flooded to above the window line for more than an hour or so you are looking at complete running gear replacement, new electrical system, new interior fittings at least. At a GM dealer that would, with the labour, be more than the write-off value. If you are thinking of a DIY job then it's a lot cheaper, but remember that the furnishings will probably never clean up well enough. The engine and gearbox will have to be completely stripped to individual components for cleaning, and most of the electrics also

The answer is - Yes, it can be done.
But really, is it worth the bother? The Agila can be bought cheaply enough anyway and the repaired one will always still be registered as an insurance write-off. That will kill any resale value stone dead. If you were still considering the repairs, try and find out a couple of things.
1) What kind of flood water? Fresh / river water is the best scenario. Sea water is instant death for all the electrical components. ECU's and all the electrical terminals will rot in the blink of an eye. As for sewage contamination....
2) How far up did the water go? If its under the seats there will be a reasonable amount of electrical components to replace. If the water gets higher, the bills get higher. Airbag ECU's, speedo / instrument clusters and even door locks / motors start to be involved.

You could drain the engine / gearbox and refill the oils / fluids, providing they haven't been run with water in. Obviously all the internals have to be removed to clean properly.
Been involved with a couple of flood damaged cars over the years. Simple repair jobs, some new parts, no problems.
UNTIL 12 MONTHS LATER. Every single one developed electrical problems and proved to be a real pain. Fix one problem and wait for the next one.
Sorry to be pessimistic - but there is a reason why Insurance Compnies write cars off instantly if they have been flooded. Pay out once and not every month for extra repairs.

Consider the job if you are going to make a rally car out of it instead.....
