That would be good for Halo2. In fact too good for your PC. The card is pretty powerful it would get bottlenecked by your budget processor. It would run better with an Athlon 64 3800+, 4000+ or X2 4600+.

The cheaper 8600GT would be less bottlenecked by the Sempron.

Yes without a question if you noticed Dell offers it as an upgrade with your computer, so to make it plain and simple if they offer it as an upgrade for your computer it will work fine. But my question is how much memory do you have, i suggest 2 gigs for optimal gaming go to the link below and run the Crucial Scanner it will give you all you options choose a 2 gig kit and you will never regret it
