what are some different ways of making model people to go in a diorama?

What size should the diorama be and what will it depict? Diorama's are made in many different scales and can be complete towns to just a little area.
As in the first suggestion I would go for stock figures. Miniature sculpting is possible but is both time consuming and difficult to learn. By the way, carving is not the common way of doing that but sculpting in either polymer clays or epoxy putties. At most I would convert them. Reposing, adding or removing details, etc.

If you are going for civilians, you can go for the train hobby miniatures. They have figures in a wide range of scales. You can also go for 1:48 or 1:24 if cars are to play a major role. there is a smaller choice of figures though.

If you are going for modern military the main scale would be 1:35. Scale model stores will stock these.

If you are going for historical (military) the main scale will probably be 54mm. These are obtained through specialised figure stores. Usually in white metal and fairly expensive.

If you are going for Sci-Fi and Fantasy the main scale would be "28mm". Obtainable from miniatures gaming stores. And online.

There are many ways to make people that go into a diorama. Frankly figures are one of the hardest things to model so I would suggest buying them instead. Check out almost any hobby shop that carries model railroad items and you should be able to find the figures that you need. Using model railroad figures has another benefit in that you can also get buildings, vehicles, and landscaping supplies in the same scale to make the diorama look more realistic. If they don't have what you want check the Walther's Catalog that most hobby stores have and they can order what you need.
If you must make them your self, carving them out of wood or plastic is probably the best way but if you don't have any experience, I wouldn't recommend it.

Mine would probably look like something Charles Manson would have done back in the 60's after popping acid and polishing off a 5th of Jack Daniels ! Maybe some raw eggs cracked open with some dead chicken fetuses stapled to the bottom ! Maybe you could just do the lobby of a KFC as your diorama !

Those pages have lessons and info on making all kinds of figures --from very simple ones, all the way up to complex ones ... just pick the type you want. Also, most any of the figures on those pages could be made the same way, but as small as you need them to be.

mine would be a Peep porno, and the peeps would have giant marshmallow johnsons. There would be a sex swing for the Peeps and 2 Peeps-One Cup in one room, an R Peep Kelley room, a gay male senator room (wide stance), Supreme Court Justice Peeps room because judges are into some kinky shiit, and that's all I got.
