You could try any of the leading banks like ASB Bank, BNZ Bank, ANZ Bank, Westpac, National Bank. They will all have to access your business plan, your experience, your assetts and will loan you what they consider is a fare and reasonable amount to establish your business.
Another option is UDC Finance. They specialise in business loans. Again they will base your loan on the same criteria as any other lending institution.
Unfortunately with interest rates on the rise in New Zealand, it is getting harder and harder to get a loan here. The banks are getting tougher to please as they want to make sure you can meet the repayments.
Stay away from the loan sharks who will attempt to lure you on here.

You'll have to approach several banks and have a business plan ready. The more you seem to really know what you will be using the money for and what kind of return you will get from it, the more they will trust you to know " what you are doing" and consider your loan. It would be easier if you have a home or anything that they can have as security. It really pays to contact several banks as they all have different interest rates. Depending on your income and securities it will differ which bank will give you the most amount. Though sometimes the ones with higher interest rates will give approve your loan quicker. Good luck !

Most entrepreneurial towns have an "Enterprise Agency" that will provide advice, assistance (even with grants, loans and other forms of finance) and mentoring while your business is being set up.
Contact the Chamber of Commerce in the town of your choice, or the Small Business Bureau, or the Citizens' Advice Bureau.
