"are we allowed to be together?" - Not sexually. Not even before his birthday. The age of consent in New Hampshire is 16. You are under that age, he is over. If you have sexual relations, he can be charged with statutory rape. The fact that you consent does not matter as the law presumes that someone under the age of consent does not have the capacity to consent.

For dating, that is up to your parents. Your parents may by law restrict the people that you associate with.

From the New Hampshire Statutes:
632-A:4 Sexual Assault. –
I. A person is guilty of a class A misdemeanor under any of the following circumstances:
(a) & (b) deleted as they are not pertenant to the discussion.
(c) In the absence of any of the circumstances set forth in RSA 632-A:2, when the actor engages in sexual penetration with a person, other than the actor's legal spouse, who is 13 years of age or older and under 16 years of age where the age difference between the actor and the other person is 3 years or less.

Basically, it the age difference is over 3 years it is a felony, if 3 years or less, it is a misdemeanor. It is still a crime.

You can be boyfriend and girlfriend, but once he turns 18 you guys better not 'do the nasty' because he could be facing some pretty hefty time in jail, if your parents find out and don't like it, they can take him to court.

Beware of when he turns 18. You can be together, but sex would be illegal, as he would be an adult and you a minor. Two minors are not a case of statutory rape.
