The first sentence is understandable and correct.

The second lacks a word, whether it should be "I hope TO BE there," or "I hope I CAN be there," or whether it is "I hope I SHALL be there"

English has many nuances of meaning, and each one may be minor, but mainly the native speakers 'get it' from years of speaking and reading/understanding others using their mother tongue.

Good luck with the difficulties of our lingo.

My hope is that I shall be there. If we are truly discussing grammar.

"I hope to be there."
but if I have to choose between the options above, the first one makes the most sense.
