Answer 'B' - 9.
As a neutral atom fluorine has 9 electrons and 9 protons. The number of protons is the same as the Atomic Number.
The Atomic Mass is the total number of protons and neutrons (nucleons) in an atom.
In your example for sulphur (S) Atomic No. is 16 and Atomic Mass is 32,06 ~ 32.

I have no idea why you have sulfur's information posted there.
What portion of the atom determines atomic number? Why are atomic numbers given in the way that they are? And how does the number of electrons of the basic state of an element, meaning that it is NOT an ion, relate to the bit of information that determines atomic number?

Do you know how to read a periodic table? It makes chemistry about a thousand times easier.
Atomic number is the number of protons and in a neutral species the number of electrons and protons are equal.

It is quite simple: the atomic number is equal to the number of electrons of that atom. It is also equal to the number of protons! Hope I have helped you! So, it's B.
