I would like to keep my heating costs down for the winter. However, because I am in an apartment, I am unable to do anything "permanent". Any ideas on how I can save money?

there is a window film that you can buy and you tighten it over your windows by heating it with a blowdryer, that keeps any air leaks out and gives an extra layer of protection.

What I did in my apartment was measure my windows about 1/2" larger than size, and have a piece of plexiglass cut for each one. I then took some weatherstripping to seal the edges of one side, and then pressed against the wall. To hold this in place, I bought some wall mirror fasteners and put them into the wall. Relatively inexpensive, seals out the drafts, and the only damage to the walls are the small holes for the fasteners. Hope this helps.

Get some clear plastic film...cut to fit around window...tape it in place with a good bounding tape. If you don't mind the ugly color...Duct Tape is good...if not...try using the wide clear packing tape. Tape it on the inside all the way around so no air gets in.

get some peelable/dispoasbale window film. Also invest in some weather strips that you peel/cut to fit around the window so leaks are stopped/prevented.

Around the pipes they put a dark soft material if you have ever noticed. I do not remember it's name but it put there so that it will insulate the pipe so that the water won't freeze.
