Well... as far as removing the dirt and grime go.... how big is the project?
If you want to invest a lot of elbow grease (put a lot of effort into it)... then Comet cleanser and a scrubber will do the trick...If this is a really large object tho.. it would make more sense to rent a sand blaster. I know there is another type of 'blaster' that uses dry ice, instead of sand, and is very effective at cleaning old print machinery, for example, before it gets repainted.

As far as liquid paint removers, aka paint strippers, go... you definitely need eye protection, and probably some nitrile gloves (you can find these at janitorial supply, or wood finishing supply stores). Common vinyl gloves will not hold up to the chemicals, and will quickly deteriorate. Long sleeves doesnt hurt either, to help protect your arms. Good ventilation is also very important, as is a respirator of some kind (usually charcoal activated filters). Depending on which solvent you are using, you may want to be wary of open flames and sparks too... check the container label (Acetone, for example, is highly flammable)

A bristle brush, water and a bit of trisodium phosphate.

As far as protective equipment - eye goggles, rubber gloves -- I like the heavier ones designed for working with harsh chemicals, but they can be awkward for detailed work. I also use closer fitting vinyl ones for finer, detail work. A 3rd -- a full apron is great also.
