World Police: Coined by President Theodore Roosevelt during a speech on how Americans should now view the United States. This speech given is considered the instant the United States began diplomatic international world affairs.
World Police also is the adotped name of NATO, an "peace keeping" well armed army of uniformed soldiers and commanders, made up of people who are United Nations allies. NATO is dispatched to keep civil peace in countries where testy politics may break out civil war. NATO generally does not have to fight battles, due in great part because of it's behemoth size of troops.

In the 1800s Great Britain was "Top Dog." They ruled the seas. When the 1900s arose, the United States took on the role.
Unfortunately, the U.S., though it seems like they are the "World Police" aren't. After World War I we had the League of Nations. Many countries agreed that an open forum to discuss world situations was needed. Though the United States help draft the League of Nations, they refused to join, rendering a League hopeless and helpless.
The United Nations was implemented as a world policing action among many nations. Each one, depending on size and strength on this planet, taking a seat. They have their own army, researchers, etc. and most nations do contribute to its upkeep. They can thank JD Rockefeller for the land in Manhattan and many others who contributed to the design and building of the complex. Today, they can even thank New York City for lending manpower (firemen, policemen, etc.) when VIPs come to town.
The description of a world police is very different from the practice. The description could be every nation discussing the problems and being their to help end the strife. If you look around you and grab the first 5 people and ask an opinion, you'll get 5 different opinions. That is the trouble with practicing world policing -- every country has their own way of handling situations - are they the right way? the wrong way? It doesn't matter. It's all just different.
One day, when the generation in charge is tired of all the killing - especially over oil, land, religion, etc. maybe then we will have peace, and not need police.
