This is fairly cryptic... When has a super power been powerless to stop this?

I'm thinking of Rome and Greece and unless I am mistaken, they were gobbling up lands and peoples before their fall.

The US is not gobbling up Mexico, although that would seem to be one solution to the illegal immigration problem.

How many superpowers have there been throughout history? Since it's a late 20th century concept, there's not a whole lot of history to consider.

crime, that eventually develops into organized crime
Rampant poverty and outbreaks of disease
People turn to religion more than every and become fanatics because they have no where else to turn

But that is only when those people meet barriers to assimilating into the society they are thrown.
