If I just use tap water to rinse out this cup until I don't see anything, do the added chemicals in tap water kill the bacteria?

The chemicals are added before the water gets to you and they kill the bugs and germs. Often those chemicals are not actually in the purified water when it comes from the faucet.

So, NO, that will not get rid of germs, but it will rinse away the obvious solids and residues.

The added chemicals are sufficient to kill the becteria in the tap water, but not necessarily in a dirty cup. A more concentrated solution (for example, bleach) would be needed for that.
