You would be hard-pressed to find a manager who'd never played at any level - most who never made the majors at least played in the minor leagues. Of current managers, Jim Leyland of the Tigers, Fredi González of the Marlins, Grady Little of the Dodgers, Manny Acta of the Nationals and Joe Maddon of the Devil Rays never played in the majors, though all were minor league players.

Historically, the only one I can think of who never even played in the minors is Hugo Bezdek, who managed the Pirates from 1917-19. There are probably others, though.
