The question is "can you cry under water"
cry is like uttering sound in a particular modulation. we can talk or utter a word only while exhaling air, i.e while bringing breath out. While we breath in we cannot utter a word outside.
So if we have to cry we have to exhale air, i.e breath out all during the crying time. But how long u can do expiration, without resorting to inspiration or inhalation?
To exhale, you need to have air inside the lungs which we breath in. So under water if you breath in , water goes into lungs.
Hence i feel it is not a sentiment or crying out, but you can only do a little bit crying and you have to come out of water to take a fresh breath to fil your lungs. This is what it occurs to me.

I don't see any reason why you couldn't, although you might be too focused on not drowning to experience an emotion strong enough to elicit tears.
