when i try to rate someones answer it comes up in red writing telling me that i cannot rate, and to try later...i am on level 6 so i don't see what the problem is....i am trying to give the thumbs up but it won't let me, does anyone know why?

That happened to me a couple of times and today I have logged in twice at different times and the lay out of the screen keeps changing from left to right....weird...
