high risk pregant women are being sent to the USA to have their babies since they do not have the abilitiy to provide care, even though they pay the US for their service, is this what we want for our health systems if their's is so great?

Yes, apparently they are. I found an article about it and it sounds pretty bad.
"Some Canadian mothers forced to give birth in U.S.
SEATTLE -- A problem in Canada's hospitals is sending scores of pregnant women south of the border to have their babies.
Carri Ash of Chilliwack, B.C. was sent to the U.S. to have her baby after her water broke on Sunday, ten weeks ahead of schedule.
"And they came in and said 'you're going to Seattle,'" she said.
Ash's hospital couldn't handle the high-risk pregnancy. Doctors searched for another hospital bed, but even hospitals in Vancouver, B.C. didn't have a neo-natal bed."

You couldn't rely on the US government to do the same for you. In your case if you don't have 100% insurance coverage (very rare) and can't pay "out of pocket" YOU won't qualify for the best medical care money can buy.
By doing so the Canadian government obviously wants their people to get the best care that money can buy and provides that opportunity for them. Most Canadians would never substitute their system for the mess we have.

High risk pregnancies aren't the only referals from Canada, the Swedish Medical Center in Seattle has many "specialized problems" from Vancouver. It is obvious that if all you want is a country doctor with cold pills the Canandian system is great. If you want specialized medical care we need what we already have.

In Great Britain, women are told to give birth at home for the same reasons. SOCIALIZED MEDICINE DOES NOT WORK.

Source please. Better to admit not being able to provide needed level of care and arranging and paying for that care than sending uninsured patients to the Emergency Room.
