First, there is no such theory. At best, it's a WAG or scifi. Even string theory, which uses 10, 11, and even more dimensions (depending on versions), has only one time dimension in any of those models.
Second, time has dimension, but no direction. That is, time is a scalar having magnitude only. And that magnitude is monotonic positive, which means it always, always increases. The time you took to read this has increased for example.
Third, perpendicular does not mean non-linear. It simply means the dot product of the two vectors is zero. In three D, that means the two vectors abut at a 90 degree angle. Linear means straight, as in a straight line and when we plot out time, that forms a straight line. If there were perpendicular time, that would probably be linear as well.
Finally, if there were a second time running linear but in a hidden dimension, beings in that time would not see the timeline we're in. So as far as they would be concerned, their time is the only time and it's the normal, linear time.

I've never heard of perpendicular time. That suggests time that moves away horizontally. That also suggests beings from that world could meet in a moment in ours briefly. I haven't read evidence for anything remotely close. But if it were possible and a being materialized, it would need to dematerialize in the same way or violate a law of nature in World2 by having creatures vanish without a trace. Don't get all conspiracy theory on me now!
