Why not use different coloured or patterned plates and cups, then you don't need to write your names.

Places like Walmart or other type office supply stores have permenent paint markers! Some have rollerball type tips and some have brush tips. Not only will it permenently mark the plate, but you can get different colors and have fun with designs! Sharpie markers dont last long at all on china type things like coffee cups! But I do have a book I made the kids 15 yrs ago and wrote on plastic sheet covers with a sharpie and I can still read the stories!

10 If you really have to, why not just go to a ceramic party store, and paint your own plates and put your names on them. Perhaps this could be a team building exercise!
2) Put your dinnerware in you own lockers after use, and save lots of trouble. If you leave your stuff out, it's fair game.
3) Just all have the same stuff, and everybody cleans up after themselves and washes and puts stuff away after use. This is how it works at home and at restaurants.
I worked in a place that had a couple hundred employees and this issue came up from time to time. Try not to cater to the lowest levels, try to encourage adult behaviors (which includes sharing and being responsible when you use things)
Good luck, this type of petty behavior can make work really unpleasant.

If your plates are ceramic, porcelain, or glass, nothing will stay on forever unless the glaze is really porous (most aren't). Plastic plates are easier; a sharpie would definitely work.
If your dishes aren't plastic, you might try the sharpie anyway, or you might try a piece of duct tape (this will stay on through several washings; you can't really write on it, but you can use different sized strips for different people).
A china pencil might also stay on through several washings.
I'm sorry your workplace has disintegrated into such a mess -- come work with me! We're MUCH nicer.

Try a paint pen. They come in lots of colors and are available at craft and hardware stores. It's a lot neater than using a brush and paint, and it's super permanent. Sharpie ink tends to rub off after a long while, but this won't. It's super industrial!

Nothing is ever stupid but try using a marker and clear paint over it not nail polish but something similar that is durable and used to eat off of...... I usually just use the marker and when down I do it again... no biggie...

I don't know of a marker that is dishwasher proof, but a craft shop probably would.

Buy a handy electric engraver. It is easy to use and writes like a pen. After engraving you may also color it with autopaints. You can also use this to your jewelries.

A form of engraving is etching and depending on the material,
different materials are used. Your material sounds not that expensive and you can get information at your local craft shop/store.
