I wouldn't consider them progressive rock mainly because progressive rock, by definition, is music that draws its influence from jazz and classical. The progressive rock sound is also filled with sweeping backdrops (with more than the typical rock instruments). it's very hard to define progressive rock but some of the most common things found in prog rock are long songs that aren't exactly radiofriendly and concept albums. While Radiohead does have albums tied by themes, their songs are more radio friendly.
Radiohead's one of my favorite bands and I love prog, but I wouldn't consider Radiohead prog, though it can be argued that they are. I see them more as alternative.
