You are referring to the neoconservative movement. Contrary to some of the ridiculous posts, there is nothing that is "liberal" about neoconservatives. The only thing that sets them apart from traditional conservatives is their willingness to spend endless amounts of money on defense and to further American interests by any means necessary.
Even though the roots of the neoconservative movement can be traced to a few anti-Communist liberals, most of today's most prominent neocons consist primarily of pundits and politicians who were never truly liberal but are, in fact, to the far right. (President Bush, Ann Coulter, Gary Bauer, George Weigel, William Bennett, Robert Bork, and the list goes on...)

Conservatives haven't become liberal, republicans have, and this is why they've done so poorly.
It's a general leftward trend for both parties: republicans are becoming liberal, and democrats are becoming socialists. The only party that can be considered conservative anymore is the Libertarian party (Ron Paul is really a Libertarian).

It does seem like those who are called 'Neocons' have adopted some liberal tendencies. Namely, tax and spend. Or more like spend and spend.
I never knew nation building was a liberal thing, I can't for the life of me think of any liberal nation builders.
