You can smoke outdoors and in the casinos.
You can smoke in bars that do not serve food.
You can smoke in your hotel room if it is designated for smoking.

For the most part, yes. Pretty much the only place we couldn't were the trams, monorails, and airport. The casinos and bars were still fair game. And our room was a non-smoking room.
*I do think, however, that when we were planning our vacation (just out there last weekend) I noticed there were some smoke-free hotels now.

You can not smoke anywhere that they serve or sell food. If you are on the strip you can smoke anywhere as long as they are not selling food.
The bars and casinos are open to smoking.
