Yes, you can buy a pc with XP. You just can't get them at the chain stores. If you go to tigerdirect.com or newegg.com you will find desktops and laptops with XP.
I work in the computer industry and have recently purchased a Toshiba laptop with Vista Home Premium. I like it and think it is better than XP. I was very concerned about it before the purchase, but it has been a great system. One of the differences are the "START" button is gone and has been replaced with a rounf button that has a Windows symbol on it. It will take you and your husband some time to get used to it, but when you do, it will be worth the trouble.
Hope this helps!!!

You can find a new computer with XP on it if you really want to, Dell for sure sells them and others do as well.
As for Vista, I think Vera C's answer is the perfect explanation for all the garbage that is said about Vista. As she noted, she is Vista Beta tester, and has told you that it has many problems. The problem with that is, she like many many others, is a basing it off the BETA version, which is the supposed to have problems, that is the reason it exists, to work all the bugs out. Then of course people read that, and they go and tell everyone how terrible Vista is, and hence the rumor spreads.
Now, let me give you my opinion, speaking as someone who has owned Vista from day one, thats the actual released version not the Beta version, as of today the problems with it are small to none. 99% of the program compatiblity problems have been fixed, most of the driver problems have been fixed, and the performance has been increased. Honestly I would never recommend buying XP to anyone now, Vista is the future, and eventually XP will no longer be supported, so why waste money having to upgrade to it eventually and not get it now. Don't let people spreading rumors who don't actually have experience day in and day out using Vista influence your decision.

Some manufacturers are still selling some systems with XP. Look at DELL. Check out their business line, rather than just their "home" computers. Businesses, because of their networking environments, are often slower to adopt new technologies and OSs.
I do not have a VISTA computer, but I have read a lot of reviews about it, and most people and experts agree that it is still "not ready for prime time" in many ways. SP1 for VISTA is due out in early 2008 -- that should improve its performance and compatibility.
If you buy a VISTA computer, you can reformat the hard drive and install XP if you have your own copy of it and have your disks, etc.

Although Vista is slowly improving and there are major updates forthcoming shortly, I too would still opt for XP in the purchase of a new computer.
From what I see advertised on the various manufacturer web sites, most are in fact "pushing" Vista because Microsoft is for the most part giving them kickbacks to do so.
My recommendation is first and foremost to purchase the PC from a reputable manufacturer/dealer. Don't necessarily get hung up on the major brand names such as Toshiba, Sony, etc. because there are lots of comparable PC's out there for less money. Also, don't necessarily think that Best Buy, Circuit City, etc. are the best places to purchase a PC.
My recommendation is that if you see a PC that you like and it comes with Vista, then get online with a sales rep and find out if they can provide that PC with XP instead of Vista. If they say they can't then simply make a stand and state that you'll find someone who will provide it. I think what you'll find is that they will accommodate you and provide XP to get the sale.
I'd recommend that you take a look at the Dell's. My brother just bought a Dell, Inspiron laptop with the following: 15.4" monitor; 160G Hard Drive; 2G RAM; CD/DVD +/- Burner; Built in Wi-Fi; 1.8GHz core2duo processor; pluse lots of other features/hardware.
The package above was a $900 pc and he got it on sale for $550. The best thing to do with Dell is to go to their website and set up an "account" (no money involved to do so) and they will send you email's to notify you of all the sales. You can also "build" any laptop you want. If money isn't a major object in this purchase, I'd recommend that you look at the Dell, XPS series or upgrade as much as you can on an Inspiron.
Those are my thoughts. Hope this helps and HAVE FUN shopping.

It is rather difficult for the home user now to find a PC with XP on it instead of Vista.
Good for you for wanting to stick with XP. I am a Windows Vista Beta Tester and trust me, I would not use a PC with Vista is someone gave it to me for free. Way too many compatibility issues especially if you are a gamer.
Aside from Tiger Direct recommended by another answer, you can also try PCConnection.com -- this is a vendor that I deal with at work, but they also offer PCs with XP on it for home users. They carry a variety of Manufacturers - Dell, HP, Lenovo, etc. and their prices are usually very reasonable.

New Computers Hardware and software are mouch better than old one , but if you link to work with old oparting system most of big manufacturers are ginving drivers for XP with thair hardware.
If you buy a computer with VISTA, It's better to make one recovery disk from your harddisk and then install XP.
