The giraffe is the only animal always born with horns. It's hair-covered horn are formed from ossified cartilage called "ossicones" which are part of the skull thus they are born with it. A baby giraffe’s horns lie flat against the skull when it is born and pop upright in a week after birth.It's horn doesn't fall off like that of the deer's.

There are other few animals that are born with horns.Domesticated goats and cows are born with horns however breeding (polled breeds) made some to be born without horn (polled) due to hornless trait (also called the polled trait).

Might be a giraffe, but I think those protuberances on a giraffe's head are not technically HORNS. Can't think of anything else, though.

the giraffe, but some goats can also be born with horns too ( this would not be the norm though)
