in order to apply for U.S. citizenship? I was charged with assault and battery but it was self-defense. They didn't believe me but they dropped the charges anyway. On the citizenship application they ask you if you have been arrested before. Even if someone is not convicted of anything they consider that "lack of good moral character". Would I still have to wait to show 5 straight years of good moral character?

If the charges were dropped - not just that they found you not guilty - there shouldn't be any problem. It means they didn't have enough evidence to prosecute you.
You might say "several years ago there was an incident where I had to defend myself but all the charges were dropped" just to cover all your bases (which would also show good moral character) but defending yourself never constituted a lack of good moral character.

You could have been arrested and still have a good moral character.
Many things are taken into consideration, for example, if you are or have been involved in say youth training like the ATC, have you been in the armed forces, at the final countdown its how the good backs up to the bad, nobody expects anybody to be perfect, that's left to computers, but in general are you an asset or liability.

they are not interested in arrest, just conviction. keep your mouth shut
