Sounds like a Hardware or a System error. To check which, try pressing F10 (or F8 depending on your PC) and start up in "Safe Mode". If you can get into "Safe Mode", go to "System Restore and select a "Restore Point". If you have corrupted any of your .Sys files, the "Restore Point" should repair this problem and you should be able to boot in normal mode. Once you are booted up, make a fresh Restore Point.
If your PC won't get as far as allowing you to use the "F" keys, it's likely to be a Hardware error. You can usually tell when there is a Hardware problem as you can hear beeps. If your PC is healthy, you should hear one beep when you power up. If you hear two or more beeps at power up, it's a Hrdware problem. If you hear beeps as the boot sector kicks in, it's a software problem.
For Hardware troubleshooting, first try to get into "Safe Mode" and then go to "Start", "Settings", "Control Panel", "System", "Hardware" and then click on "Device Manager". Look down the Hardware list and you can identify any problematic Hardware. Select the problematic device and then select "Upate Driver". Let the tool do an automatic search and install. It is highly likely that it won't find any new drivers but will "Continue to use the Current Driver". Sometimes, this action is enough to correct the problem, if not click on "Roll Back Driver". This will restore the previous Driver, if any existed. Also, check that the device is not "Disabled". If it is, click on "Enable". Shopuld neither of these work, you may need to remove the problematic Hardware but not immediately. If you have identified a device that is not working and can't troubleshoot it, as above, click on "Disable this Device". By Disabling it without it's removal, you should be able to boot up as normal. However, you will not be able to use that device and you should replace it as soon as possible.

there can be may reasons for that
1- hardware
It might be a loose connection, or some componet got bad.
2- software
windows is corrupt just reinstall it (if u have data donot format)
if no data format the hard drive partition where the OS will reside.
one of the driver or applications is corrupt
try to boot the pc in safe mode if it work figure out which driver or application is faulty and reinstall it
Virus! run a bootable antivirus

Do you have a boot diskette / CD? If not create one from a friends machine but make sure it's the same operating system, i.e. XP or Vista.
Once you have the book diskette insert it into the CD drive and start your computer, ideally the computer should boot form the CD. Once this happens you can check to see what's wrong.

is your heatsink properly attached with thermal grease?
do you got a bunch of crap installed and booting with the pc?
maybe you need to reseat your ram
or maybe windows is screwed up
has it always done this?
