Let me just make a guess, ok?
First of all, let us agree on the definition of a "no-brainer".
Does it mean, " it takes no intelligence", or, it "takes no intense mental activity"??
If it is, and the statement that requires its use offers a starting preposition, thus : "It is not _______?". You can say "mentally challenging", or " intellectually challenging".
If you fill the blank with your own phrase "no-brainer", then the statement would be a double negative, which becomes positive statement, ergo, the activity of collecting signatures becomes rather interesting.
Let me end this with a quote from Captain Jack Sparrow. "Nobody move! I dropped my brain!"

I'd support the pro-US Iranian rebels who are trying to overthrow their government, in hopes that the destabilization can allow them to come to power quickly, appease the US, and end the war. It would be a foolish thing to try to do, but that would be the only way it could have a good result. That result is highly unlikely, though, since attacking Iran would cause the anti-government forces there to rally behind their leaders and greatly reduce the chances of a revolution coming from within.

i don't get your sentence. when you say "nothing great" did you mean "importance" or "difficulty"?.
if you meant no brainer as "difficult" you could say
1. there is nothing difficult ...
(but it actually is, because people could ignore you, be rude to you, etc)
2. it's easy to collect signatures...
(again it sometimes isn't)
3. you can do this....

it is so simple you can decide on it even without using your brain. Or even if you did not have a brain.
