Um, there hasn't been a new amendment since 1992.

There has been no new amendments added to the Constitution. You are probably confused because the Bush administration has been ignoring large parts of the Constitution.

Wait, I thought the Constitution was replaced by Bush's will and the PATRIOT ACT.
