The President of the United States, has several advisers. One of them could have been an American Bishop. I certainly hope that he did ask for some spiritual guidance before making such an important decision. I know that President Bush is a professing Christian and I know that he is a prayerful individual. I don't think he would go to a religious leader for military advice, however.
