Don't have enough indepth knowledge to answer the whole question but I do know that each business unit will have a senior buyer who is responsible for what goes on the shelves. He/She will decide what proportion of shelf space will be devoted to own-brand (tesco) products and how much will be branded products (eg. Coca Cola). In some cases they will favour own-brand products even though their sales of the branded product would be higher. Reporting to the Senior buyer will be a New Product Development Technologist who is responsible for dealing with suppliers to bring new products and improvements to existing products in an attempt to grow sales. They will watch the sales of competitior products very closely and often look to copy them. Technical (quality assurance) also have a dotted-line report into the Senior Buyer and they are responsible for ensuring that the products being supplied are safe and legal, Tesco's means of doing business is very much one of bullying rather than co-operation. They get away with this because of their strong position. If Tesco was a small outfit and treated their suppliers the way they do they would be told to get lost a long time ago but just about every company in the UK!

1 Policy. If you run out of certain items do not worry the customer will choose something else (Probably elsewhere).
2 Policy. Precooked food is more important than raw food. (Even customers who can cook, do not know how anyway).
3 Policy. If something goes wrong, it must be the customer fault. (Tesco Employees never make mistakes) Offend the customer in public if necessary.
