1. Listen to Voice of America - Special English programs
2. Watch lots of English movies especially the one from UK and USA.
3. Start thinking in English and make it a habit.
4. Chat on Skype with english speaking users and ask them to support you.
5. Move close with one who can speak fluently.

Practice speaking in english a lot of times, buy a dictionary that contains both your language and the english language so you would know what it call or mean... In our country we have english lessons here for us to know the right grammar to use... In our school we have this project "E advocate!" (E=English) we are required to speak in English the whole time whenever we are in our school campus... that project helped me to speak in fluent english...

Try for some books in your local library, I read them on regular basis and improved my English significantly lately !
