This is a tricky one as a .cab file can only be executed by the program that it is associated with. As already mentioned, a .cab file is a "cabinet" file. This basically means that it isn't one file but many files stored inside a box. If it is a Windows .cab file, only Windows can execute the contents. If it is an Adobe Acrobat .cab, only Adobe Acrobat can execute the contents etc.. You will need to find the "Associated" application / program first. Once you have identified that program, you can copy the .cab file to it's folder and then run the application. I'm not sure of your reason to run the .cab as you could possibly cause serious System errors, conflicts or just make an application unusable if you mess with .cab files as they are more associated with System and / or program operational use. From what you have said, it appears that a "Windows" .cab executes when you go on-line but is dormant off-line. There is a reason for this and that is simply that the .cab file is associated with Internet Explorer and / or Windows Explorer. It will only activate when it is needed. To mess with it will cause serious problems so it's best to leave the .cab file alone. If you know the name of the file, you need to look in your Windows/System files or Windows/System32 files and see if it is there. If it is, leave it alone unless you want to experience the "Blue Screen of Death. Operating System files should never be tampered with as it's easy to cause unrepairable damage thus needing a fresh install or a reformatting of your Hard Drive (HDD).

.cab is a cabinet file it's similar to .zip files. they can be saved to your hard-disk and you need not be online to view its contents. you can use winzip or winrar to view its contents.
