You have to understand the context.
Back in the ancient Middle East, virginity was a requirement for marriage. Even if a girl lost hers through no fault of her own, she was seen as "damaged goods" and would have a very hard time finding a husband. Unfair, but that's how people were.
A girl who was raped, therefore, might end up having to be an old maid her entire life. This was no small thing- back then, women were completely dependent on ther husbands for financial and physical security.
So if an unmarried girl was raped, she and her parents had the option of forcing the rapist to marry her. I know that sounds like the last thing a rape victim would want to do, but as I said, being an old maid could be even worse.
And yes, the rapists had to pay a fine, whether or not he had to get married. 5o shekels was a large amount of money, not "$13". Today shekels are worth about 25 cents, but in biblical times they were serious currency.
(BTW, the above only applies to an unmarried woman. The punishment for raping a married woman was death).

If I remember my bible passages correctly, no country accepted the Israelites when they left Egypt and needed a place to go. The surrounding countries treated them with hostility and disrespect, and denied then food, water, and safe haven, and some of them attacked, raped, and tried to kill and/or enslave them. The Israelites are by no means a perfect people, but just look at their neighbors! That same hostility from biblical times still survives, to this day.
It really isn't my place to point out faults in other people's religions...I've got enough problems with my own. Interpreting other religion's bibles is not something I want to spend my time doing, as I can find many other more profitable and enjoyable things to do with my time, and I might not have nearly enough information to do that job adequately. Israeli judges study for something like 25 or 30 years before they can serve as a judge...do you have those kind of credentials?
Maybe YOU should read Psalm 118...and see what you have missed. Remember, when you accuse someone, you really accuse God...

What about Muslim?
If a woman report she was being raped. She will be punished by whipping or stoning. Some were even killed for "honour killing".
It is not happening in every Muslim countries, but it is happening in some of them. So that is being fair?

Gee- why don't I believe a Jew told you that- but rather think that you pulled it of one of the many anti-Semitic websites that distribute lies about Judaism ? Lets actually discuss the reality of that law- it was fity SHEKEL KADOSHIM- the silver shekels of the sanctuary- around 30 THOUSAND dollars AND he had to pay more for the embarresment he caused her PLUS more for any injuries he caused (even for pushing her legs apart if there were no other injuries) AND he was compelled to look after her for the rest of her life (its termed marriage BUT he had no rights, had to look after all her needs and if she found someone more to her liking she could force him to divorce her- not only that, but when she forced him to divorce her he had to pay out ANOTHER 200 shekel Kedoshim- so another 120 THOUSAND dollars)- she could refuse this marriage if she chose- sinc ethe commandment is for him to marry her- not for her to accept- meaning that she was free to reject him and thus not get married.
Edit: The Plishtim (Phillistines) were NOT natives to the area but were from the Sea People that originated in Crete and only came into the area about 500 years AFTER the Jews defeated the Canaanite nations. their very name used for them in that area attests to this fact- the name Plishtim, in the singualr is Pelesh- which means 'INVADER". the jews bought that land. any way i have never heard or read that and im sure that most christians have read the old testament and never read that either. besides even if it was in the old testament those laws are no longer practical in now-a-days life and im sure any jew on earth would say that rape is in NO way acceptable and should be punished through the court system. dont know where you heard this and im pretty sure you are just making it up in order to insult jews. so just shut up for everyones sake. oh and again the jews bought that land.

I am a Hindu and hence have little knowledge about Islam and Judaism.
Rape is a crime that I think should only be punished with castration. This is of course my personal opinion. We in India actually hold women in a lot of respect. Hence, either for my religion or culture, it is one of the most hated crimes. The thought that a woman's modesty could be bought for $13 is in itself a sin.
A woman's modesty is priceless, and it cannot be paid for with all the wealth of the world.

A quick check with a Jewish friend says that this is absolutely incorrect.
By the way "† Prosperous One", you need to read your bible. When the Jews came to the 'holy land' it was already populated by, among others, Palestinians who were vilified by the invading Jews and given the pejorative 'Philistines'. But it didn't matter if the invaders killed and robbed people of their land, does it, because of course they had god on their side, were doing god's holy will etc etc.
