I think it was the Art Gallery of New South Wales in 1929 (??)

I think you are right. The trustee's of the Art Gallery of New South Wales in 1929 invited her to paint a self portrait for the collection. I think they did so just because she was one of Australia's most influential modernists, and she was considered a spokesperson for Australian art and artists at this time.
