It is human nature to want to be accepted, and to want to be liked.

Most persons would find it pleasing, even if they were not interested in the person. You can't help but get an ego boost when someone shows you attention.

Chances are they find you attractive. The thing to do is smile at them say hello to them if you are interested and give yourself a chance to get to know them. It could be a very good thing. I have always enjoyed it when girls did it to me. I would just catch them one time and smile at them, then try and say hi, and see if they wanted to talk some to me. That way I could see a little about what they were thinking of and if they might like me. If the person is cute yes I begin to become more attracted to them, and I see if they come up to me to try and talk, if not I go try and talk to them. That way they know I have seen them looking and am showing my interest in them. It's hard most of the time because I am kinda shy. =)

Mostly it is a look of appreciation. He or She must have found something very attractive in you and can't resit seeing it again and again. When you realise it, you become curious. Then you start looking back. Its human nature.
No confusion.
Yes some times uncomfortable.
I always enjoy when it happens to me.

I think it's natural to start to like someone who seems to like you... it's a more sure bet, if you will.
